A note on the bike; I don't think it will ever be cheaper. It requires 12 Titansteel, which I don't see becoming much cheaper until Cataclysm (when it is no longer needed for upgrades) and also 12.500 gold worth of vendor parts. On my server, Titansteel goes for 200 gold each, soif you disregard the Arctic Fur and the Cobalt Bolts, you are already looking at 15k gold in cost. I am sure that whoever is selling them at 15k believes that by grinding the Titanium and Eternal Fires, his cost for that is zero, but I think Gevlon the Greedy Goblin would not agree. Still, it is a nice bike.
