I suggest you read this excellent post by another spriest blogger who has a much better head for numbers than I:

Dusknoir says the Haste sweet spot is 9% haste, which sounds about right. I factor in my pretty crappy latency and find everything fits together very smoothly at about 10%-11% haste. However, I do usually raid with a Shaman’s spell haste totem.

So aim for 9% and don’t try and drop Haste Rating for extra Crit or Spellpower unless you’re over 11% Haste. Does that help?
